The first attempts at the Latin American integration process showed a highly pragmatic character, without many concerns for medium and long-term projects. main concern was to expand intra extra-regional trade. However, since 1980s (the decade considered lost America), when external debt crises adjustment policies recommended by International Monetary Fund (IMF) led region higher poverty rate due social costs of such policies, America has been rethinking its integration. creation LAIA (Latin Integration Association), in 1980, replacing LAFTA Free Trade 1960, sub-regional have changed America’s economic growth trajectory from 1990s. Within scope LAIA, Mercosur created 1991, with objective promoting trade expansion through elimination tariff barriers among members, implementing Common External Tariff. full members are Argentina, Brazil, Paraguay Uruguay. bloc also associated members: Bolivia, Chile, Peru, Colombia, Ecuador, Guyana Suriname observer namely Mexico New Zealand. This work developed verify whether Mercosur, between Tariff, able meet objective, which is intraregional members. Therefore, there bloc's partners years 2016 2020. methodologies used this purpose were descriptive statistics literature review. Aiming evaluate annualized change period covered, it decided use Compound Annual Growth Rate (CAGR), differential research. results that within bloc, Brazil had Argentina as trading partner.
